Gurgaon, June 21

A 14-year-old Dalit girl was allegedly abducted by two persons and then gang-raped in a cabin of the Heli Mandi railway station, near Pataudi, today.

The police have arrested 20-year-old Vikki of Jatauli village and 19-year-old Sanjay of Heli Mandi in the case.

The police said the victim and the accused were at a marriage function. After 8.30 pm, the father of the girl could not find her and he approached the police. She was found near the Heli Mandi railway station. The victim claimed that she was taken away by two known men where they gang-raped her. — TNS

The punjab rural development and panchayat minister Sikander Singh Maluka agreed to lower the auction rates of panchayati agriculture land reserved for the scheduled castes (SC) in Balad Kalan village of the district according to the dalits who met with the minister on Saturday.

According to the members of Zameen Papati Sangrash Samiti (ZPSS), the minister called the meeting after repeated protests by the ZPSS.

ZPSS member Bhupinder Singh Longowal said, "We were called by the minister in Rampura Phul to discuss the issue, and the minister has assured us to reduce the rate of the Panchayati land to `20,000 per acre from last year's `26,400". 

He said that the minister also spoke to the Sangrur district development and panchayat officer (DDPO) about the auction slated for Friday. "We will now meet the DDPO on the coming Monday," he added.

However, Sangrur DDPO Manjit Singh said that there was no discussion about the rates for this although he enquired about last year's rates.

 "Yes, I got a telephone call from the minister and he asked me to discuss the issue with the dalits.  But, he did not talk about the rates for the auction," he said.

Out of total 350 acres of Panchayati land in Balad Kalan village, 117 acres have been reserved for the scheduled castes.  

Besides Balad Kalan, the ZPSS was also demanded that the land reserved for the SCs in Matoi, Namool and Baupur villages should also be given to dalit farmers at cheaper rates.

Move for SC/ST cop at every police station

PATNA: After deploying a woman counsellor at 23 police stations in Patna district to deal with the cases of crime against women, the weaker section (CID) of state police is going to take two initiatives to help the women and the people belonging to SC/ST.

IG (weaker section, CID) Arvind Pandey on Saturday wrote a letter to the state home department requesting it to deploy a cop belonging to SC/ST category at each of the police stations in the state and to deploy an inspector of SC/ ST category as station house officer of the SC/ST police station in every district.

"We have also requested the home department to deploy one section of woman police with each of the police station in Patna district, including town and rural police stations. They will be provided a vehicle for their official use," said the IG.

He added there is an all-woman police station in every district. But often women victims of crime are unable to reach the woman police station because of its distance from their place of residence. "They also hesitate to open up before male policemen. So we have planned to deploy a section of women police at every police station. The project will start from Patna first," he added.

Pandey said, "Police have always been portrayed as one of the most negative face of the society. A special cell for women at police stations is need of the hour. They (the cells) will automatically gain initial trust of the victim which is crucial to deal with cases of crime against women."

He said most of the time, women victims (of crime) have inhibition in going to police stations. "Male police personnel also cannot always manage enough time and patience to listen to their problems. Women police personnel can be of immense help in this regard. They will help the victims get counselling and lodge FIR, if necessary," Pandey added.

Error in process may result in students being denied admission

Just a few days after a dropped course got into the list of programmes on offer for the new academic year, the Centralised Allotment Process (CAP) of the Mahatma Gandhi University has once again hit rough weather.

A major error in the online admission process has resulted in the denial of admission to hundreds of candidates belonging to the Scheduled Caste and Scheduled Tribe categories. As per senior university officials, many SC/ST students eligible for reservation lost out after the authorities prepared the rank list by fixing the income limit for these candidates.

The university rules prescribe that income limit would not be applicable for students belonging to the SC/ST community while applying for admission. Confusion prevails as the university remains clueless on how to rectify the glitch.

Some of the possible solutions being discussed include increasing the number of seats for SC/ST candidates and conducting a special allotment for them later. The legal entanglements arising out of such moves are yet to be ascertained.

The CAP faced another hurdle when the varsity authorities were late to submit the allotment list for each college to the principals concerned.

The college authorities had no clarity on how many students had been admitted to various programmes until Saturday afternoon when the principals received the admission list.

The university is now planning to extend the deadline for admissions to allotted college in view of the series of glitches.

The CAP cell of the university continues to receive calls from anxious students who complain about various irregularities in the allotment process. Varsity authorities have not yet confirmed reports that a non-existing college figured in the list of institutions offering seats this year.

Meanwhile, the crisis that emerged after several candidates opted for and got allotment in a course that was stopped a few years ago has not yet been resolved.

Several students had opted for this B. Sc Information Technology course that was included in the list of courses available for admission in 2014-15 in an affiliated college in Puthupally. In reality, the programme was stopped a year after it was launched in 2005 owing to poor response among students.

Faced with no other practical solution to get out of the deadlock, the university authorities have now asked the students to join a college in Edakochi or meet the inevitable outcome of being denied admission this academic year.

KCR Chalks Out Plans for Overall Welfare of SC/STs

HYDERABAD: Telangana Chief Minister K Chandrasekhar Rao has chalked out various plans for the overall welfare of Scheduled Castes and Scheduled Tribes.

At a high-level review meeting here on Saturday, the chief minister envisaged a special growth engine project for the uplift and economic development of SCs. He suggested that the budgetary allocation for SC welfare be transferred to the SC welfare department for implementing the project and segmentation of Pucca Rural Dalits, Semi-urban Dalits and Pucca Urban Dalits. He wanted farming Dalits allotted three acres of land under the scheme.

Rao instructed the officials to formulate a policy in the areas of farming and other aspects of SC welfare, and recalled his slogan of “Telangana needs to be reinvented and reoriented”.

There has to be a flow of information from Hyderabad to villages and villages to Hyderabad. Officials should examine whether the land that is being allotted to the farming Dalits has all the required facilities and should obtain a report on a regular basis to rectify  deficiencies, if any. For this, either mandal or municipality should be made a unit which should be headed by an officer from the welfare department.

Rao wanted a hierarchical structure for implementation of the land purchase scheme under which the needy will be provided three acres of land with water facility and other requirements like bore well, electricity and bore motor.

The chief minister also envisaged the idea of consolidation of land in Dalit segment. MLAs, MPs, ministers are to be involved in propagating the scheme and adopting the areas. Dalit educated youth are also to be involved in the welfare activities.

Rao wanted the pilot scheme taken up at the earliest. This requires identifying Dalit bastis one in each mandal to begin with on pilot basis. Dalit Sabhas will be organised in Dalit bastis to cross-check the data developed by authorities while implementing the schemes. He directed the officials that a foolproof data base on Dalit communities in all aspects should be developed and placed online by September.

The money allocated for the welfare of SCs shall not lapse at any cost and shall carry forward to next year. The required rules and regulations are to be framed by authorities. The programme implementation shall be monitored by Chief Minister’s Office. On successful implementation of the pilot scheme, the chief minister will approach the prime minister for additional funds.

The chief minister suggested that a special government brigade with about 500 community officers including those drawn from Dalit communities be formed for implementation of the scheme. Finance minister Eatela Rajendar, Parliament member K Kesava Rao and Ghanta Chakrapani and Mallepalli Laxmaiah too were present.

CHENNAI: Twenty-one years after a co-operative inspector was dismissed from service on the ground of submitting a fake caste certificate, the Madras high court has directed Tamil Nadu Public Service Commission (TNPSC) to reinstate him. It also said TNPSC did not have the jurisdiction to cancel the selection of any candidate by doubting the community status.

V Narasimhan of Kotagiri in Nilgiris district was appointed as junior inspector of co-operative societies after he cleared a 'special qualifying exam.' However, TNPSC in July 1993 terminated him from service saying his community certificate was fake. Narasimhan had submitted a certificate which said he belonged to the Puthirai Vannan community, listed as a scheduled caste.

The same year, he moved the state administrative tribunal which transferred his case to the Madras HC. In 2006, the court upheld the decision of TNPSC. Narasimhan filed review petitions which too were dismissed. In 2013, he approached the court again and filed two appeals.

Meanwhile, in 2010 the tahsildar of Kotagiri issued him a community certificate, which said he belonged to the Hindu Puthiri Vannan community, which was recognised as a schedule caste under the Scheduled Caste and Scheduled Tribe Orders (amendment) Act, 1976.

On June 4, 2014, his appeal was listed before the high court. The court directed the special government pleader to verify the 2010 certificate. The tahsildar said the certificate was genuine and had been issued from his office.

Rapping the commission, the bench of Justice N Paul Vasanthakumar and Justice M Sathyanarayanan on Thursday said a full bench of the HC had in 2011 "finally settled" that cancelling a selection by suspecting the community certificate was beyond the ambit of TNPSC. "It is beyond doubt that Narasinhan's community certificate was not bogus," said the bench.

Though Narasimhan had been kept out of service for more than 21 years and "his agony was understandable", the court could not award him back-wages for the period, the bench said. But it promoted him and asked TNPSC to reinstate him with continuity of service within two weeks. "The entire service from the date of initial appointment shall be counted as regular service for all purposes," the bench said.

‘Caste system adopted by Hindus proved as curse’

Noted NRI lawyer and social activist KK Sarachandra Bose believes that Hinduism is not a religion as it lacks a head like in Jainism and Budhism.

Bose talked to The Pioneer on Friday, during his short visit to the State capital.

He further said that religion is faith and treats every human being as equals but in caste system adopted and propagated by Hindu society it has proven as curse because few are exploiting and treating others like animals.

Regarding caste system in the country, Bose says that caste system is around 300 years old in India before that class system was prevalent in which the division of labour was present.

Lord Krishna was Coal black and the same colour could be witnessed now but those with fair colour have differentiated the people in ‘Varnas’ which means colour.

“Earlier only class existed but with the entry of British in India the caste system became prominent and later inclusion of caste system while framing constitution made the situation worst,” he said.

As what inspired him to launch a movement against the caste system, informed that the movement started after his India visit to monitor UN Hunger Project in Satna where the two persons from lower castes raised vows that they do not access to water and suffer a lot due to their low ranking in the caste strata. The incident forced him to think he went back and sponsores two tube wells for the Dalits of the area but this would not work to eradicate the evil of caste system and he decided to start his movement.

Viewing Gandhian thought towards caste system, Bose says that Mahatma Gandhi never opposed the caste system as he was from upper caste family of Gujarat. His opposition also came from the same set of thinking as he boarded a compartment meant for white people and he being from an upper caste and fair coloured Indian thought that he would be accepted as like in India.

But when he was thrown out due to his dark complexion compared with white people, frustrated him and later he opposed untouchability based on colour but not opposed caster system. It could be said that Gandhi was the person who could stop inclusion of caste system in constitution, he added.
