MANGALORE: A dalit leader from Belthangady has urged at the SC/ST grievance
meet at the SP office here on Sunday that an inquiry should be conducted to
know as to how social activist Ramachandra Bhat could offer more money to
tribals, who would like to move out of forest in Kudremukh National Park.



L Shekhar, DYFI Belthangady taluk secretary, said at the meeting that
Ramachandra Bhat, whose house was attacked allegedly by naxalites in
November, 2013, was trying to resettle tribals from the Kudremukh National
Park by offering more money than the actual amount fixed by the government.
"The government had fixed Rs 10 lakh as compensation for tribals, who wish
to come out of the forest voluntarily. However, Ramachandra Bhat is
offering Rs 25 - 30 lakh to tribal families to vacate the forest. According
to Bhat's own statments, nearly 62 tribal families have already agreed to
receive the compensation and leave the forest. An inquiry needs to be
conducted to know as to how Bhat could provide more compensation even when
the government has already fixed an amount," he said and urged the police
to conduct an inquiry.



Further, Shekhar also questioned the police for providing security cover to
Bhat at his house in Kuthlur.



"Government has given protection by deploying 10 -16 cops near Bhat's house
and there is no protection for tribals. The decision should be reviewed,"
he added.



It may be recalled that a group of around 10-15 alleged Naxalites had
knocked the doors of Ramachandra Bhat in Kuthlur village in Belthangady,
torched a van and a motorcycle parked in his compound.. The van was gutted
and the motorcycle partially damaged. The Naxalites left behind pamphlets
opposing the plan of the state government to rehabilitate tribals from the
national park.



Superintendent of police Sharanappa S Dhage said that it is a
multi-departmental issue. "Since it is a multi-departmental issue, we will
discuss the matter with the district administration. We will take action
based on the discussion with the deputy commissioner," he added.

Three persons were murdered due to enmity between Dalits and Caste Hindus
of Udaippaankulam near Sankarankoil in the district on Sunday night.



Police said an altercation erupted between groups of Dalit and Caste
Hindu youths
of Udaippaankulam under Thiruvenkatam police station limits recently in a
TASMAC bar over offering prayers in a temple and taking the dead bodies to
the cremation ground. A case was subsequently registered against the Cast
Hindu youths under the SC/ST Act. Against this backdrop, an armed gang
hacked to death K. Murugan (40), his brother K. Kaliraj (45), and their
relative R. Venugopal (42) — all Dalits — when they were going to
Sankarankoil on a motorcycle on Sunday night. The bodies were taken to
Tirunelveli Medical College Hospital for post-mortem. A large posse of
police has been deployed at Udaippaankulam to avert further clashes between
the two communities.

*Home Ministry yet to receive formal communication from U.P. government*



The Central Bureau of Investigation is awaiting a notification from the
Department of Personnel and Training (DoPT) to take over the probe into the
gang rape and murder of two minor girls at Badaun in Uttar Pradesh.



Following public outrage over the gruesome murders at Katra Sahadat Ganj
village, U.P. Chief Minister Akhilesh Yadav on Saturday decided to transfer
the case to the CBI.



*“State seeks probe”*

“As per the rules, the State government writes to the Union Home Ministry
seeking a CBI probe into any case.



The recommendation is forwarded to the DoPT, which issues the necessary
notification,” said an official.



While the Home Ministry is yet to receive a formal communication from the
U.P. government, non-government organisation Commonwealth Human Rights
Initiative has sought action against the police officers responsible for
“shielding” the accused in the gang-rape and murder of the two cousins.



“Adding to this absolutely failed state of policing is the fact that the
head of the local police outpost had ignored previous complaints of
harassment of the girls. The horrible incident is another demonstration of
the complete breakdown of law and order in Uttar Pradesh and the fear under
which the poor live,” said a CHRI statement.



According to the National Crime Records Bureau, Uttar Pradesh registered
23,569 cases of crimes against women in 2012.



CHRI has also demanded that the accused police officers be booked under
Section 166A (disobeying directions under the law) of the Indian Penal Code.

Hunger Stir Seeking Protection of Dalits’ Rights Enters Day 7

KANNUR:  The indefinite hunger strike by Kerala Pattika Jana Samajam (KPJS)
general secretary Thekkan Sunil Kumar demanding protection of the civil
rights of dalit communities, entered the seventh day on Monday.



The indefinite hunger stir, the first-of-its-kind in the state demanding
the government to wake up to the shocking reality of the poor
implementation of the SC-ST Prevention of Atrocities Act(SC-ST PoA), has
elicited wide attention from dalit communities in the district and victims
who were denied justice under the Act and rights activists.



The KPJS demands the government to constitute a commission to investigate
why all the accused in the cases registered under the SC-ST PoA Act go
scot-free. The data of the cases registered and convicted under the Act
speaks for itself.



In the 533 cases registered under  the SC-ST PoA Act since its inception in
Kannur district, only four persons have been punished. The overall
situation in the state is no different, but the case of Kannur is the worst
among the districts, Prakasan Morazha, district secretary of the KPJS,
noted.



District Collector P Balakiran told ‘Express’ that he had brought the
issues raised by the KPJS to the attention of the authorities concerned.
The Superintendent of Police has been asked to look into the lapses in the
cases registered under the SC-ST PoA, he added.



“The protestors are demanding a judicial commission to look into the poor
conviction rate in the SC-ST PoA cases. A decision on the demand could not
be taken at the district level,” P Balakiran clarified. The collector also
said that the lapses in convening monitoring committees would be taken up
seriously. “The district-level monitoring committee could not be convened
last month because of the elections. The committee would be convened soon,”
he assured.



Meanwhile, the protest in front of the Collectorate here saw the dalit
victims who were denied justice in various cases visiting the venue of the
stir to express solidarity. Family of Karakkadan Vineesh, a dalit youth who
was brutally killed and hanged in 2010, observed a day’s fast on Friday.
Human rights activists and political parties also expressed solidarity to
the hunger stir.
