Sub:- (i)- Due to bungling on Federalism, USA (& Allies) may face defeat
(on its own turf of democracy) in Ukraine, at the hands of Russia.
(ii)- For military strength, relying on NATO instead of on non-veto
participatory UN, the main problem & liability of USA
Dear Sir or Madam
After dismemberment of USSR, who would have thought that within
quarter of a century USA will become defensive (on its own turf namely
on the question of democracy) against Russia? Clearly, Russia has put
USA & Allies on mat and is smelling blood. Therefore Russia has taken
a strong position (including Russian military and Pro-Russia Eastern
Ukraine militia mobilization) while siding with ex- Ukraine President
Viktor Yanukovych -[who has been granted political asylum by Russia
because as per Russia elected President Viktor was removed by brute
force of protesters supported and instigated by West, the USA & its
European Allies]. If USA & Allies immediately do not correct their
stand, as given below, by demanding Federalism (along with democracy)
in Ukraine then it is bound to leave political credibility of USA &
Allies terribly battered & bruised :-
(1)- Entire world knows that if majority of Ukraine wants some thing
then no elected President is such a fool who will ignore such demand
especially in view of the fact that during next election incumbent
President or his political party will need the votes of these people
to come in power again. As far international law, which West is now
invoking against 'so-called' military invasion of Russia, mankind
again knows that military intervention by Russia in Ukraine only on
the face of it is against international law but is it in accordance
with international law that this powerful part of world community (USA
& European Allies) supported the use of brute force by protesters
against elected President Viktor ? Moreover if Russian military has
gone in Ukraine on the invitation of elected and forcefully removed
President Viktor, then as per international law it is not invasion.
(2)- In democracies, policies need to be changed by ballot and not
through brute force of protesters. Even US Congressman Dana
Rohrabacher (Chairman House sub-committee of Foreign Affairs on
Europe, Eurasia and Emerging Threats) also feels the same way when he,
well before Viktor left Ukraine, said during interview on US & Russian
TV Channels that - "[Russia offered the Ukrainians a deal if they
wouldn't go towards the European direction. Okay, they have a right to
accept or reject that, their government has a right to accept or
reject it, without having us trying to say: 'Well, if you accept any
closer ties with Russia that must mean you're a puppet and you're
corrupt and you're a gangster.' Well, for the United States, that's
really interfering locally with what the Ukrainians should be deciding
for themselves. The people who won the last election in Ukraine are
the ones who should be making policy in Ukraine," Congressman
Rohrabacher further said. "Now we are siding with people who want to
superimpose their position." He accused protesters of using "brute
force]".
(3)- Notwithstanding massive propaganda which USA & Allies have now
unleashed against military intervention of Russia in Ukraine, entire
world knows that West over-played its hand (which was the reason for
US Congressman Rohrabacher also to issue said statement). This
irresponsible behavior of West culminated in huge violence & arson in
capital and other parts of Ukraine (entire world saw images on TV
screens of putting part of capital near Square on fire by protesters
), which and other threats and coercion forced elected President
Viktor to leave the country. [In India (the largest democracy of ~
1.25 Billion people) millions of people came on street during
anti-corruption Anna Movement agitation in 2011 & 2012 but capitals
like Delhi, Bangaluru, Mumbai etc were never put on fire by
protesters].
(4)- Have USA & Allies ever thought that what reply they will give to
rest of the world that if democracy could not solve the problems of
Ukraine then how will the democracy solve the problems of NAME
countries [where in 'Arab-spring' for bringing democracy in NAME
countries (including in Syria) ~ 150,000 have been killed and ~ 10
million displaced (including 2.5 millions in refugee camps in
neighboring countries)] ?
(5)- The USA & Allies reached to this sorry state of affairs in
Ukraine by misreading the situation. No doubt, majority that lives in
Western part of Ukraine wants EU tilt but major part of GDP comes from
Eastern Ukraine. Therefore, USA & Allies instead of blindly and
out-rightly supporting the Western Ukrainian people - (who do not
generate most of GDP but want to dictate economic policies on the
Eastern people who generate most of the GDP) - should have tried to
find its solution through Federalism.
(6)- European Allies of USA should also understand that nowadays there
is hardly any appetite left in Americans to put US boots on ground in
other countries especially when there is no direct territorial threat
to US security. Even now, by invoking genuine Federalism the USA &
Allies should immediately demand that there should be fresh election
in Ukraine (under supervision of UN Election Commission and under
transitional government of Ukraine in which ex-President Viktor and
present regime should be given proper representation). The USA &
Allies should further demand that in the constitution of Ukraine,
economical matters of Ukraine should be left to States.
(7)- The Ukrainian each State Government should decide whether it
wants to contract with EU or with Russia or with any one else on
economic matters. This way the States of Ukrainian Western part may
contract with EU and States of Eastern part may contract with Russia,
if they want so. The President (Center / Union) may have jurisdiction
on Interstate-matters such as pipeline to supply Russian petroleum oil
to EU countries, which will pass through more than one State of
Ukraine. In other words, like India there should be Union List, State
List and Concurrent List but unlike India, most of economic matters
(including natural resources) pertaining to one state should be in
State List of Ukraine.
(8)- The main problem & liability of USA is that even in this age of
rule of law USA does not understand that the rest of the world is
prepared to take the responsibility & burden of ensuring peaceful &
prosperous world. But for military strength, USA has absurdly confined
itself mainly to its cousins of Europe (from which powerful white
Americans of USA originated), by relying on NATO which, like World War
I & II, is again trying to drag USA in European squabbles, this time
in Ukraine. Instead, USA should consolidate and enlarge its military
strength by ushering into non-veto participatory UN based on
'Americanism' (the 'Federal Secular Democratic Globalization' based on
'Free Market Economy' which, in any case, will include European
countries also).
(9)- Therefore Federalism alone will not solve the problems of USA in
Ukraine and at other places all over the world unless USA dissolves or
comes out of NATO and instead promote non-veto participatory UN as
given below:-
(i)- This amended UNSC should have voting rights to all UN members as
per formula based on contribution to UN of men (including martial for
Peace Keeping Force & civilians as election conducting personnel to
assist UNEC), material (machines, equipment, armaments, ammunition etc
with cutting age technology) and money (mainly based on GDP of the
member countries).
(ii)- Optional protocol OP - 1 of ICCPR should also be replaced with
mandatory protocol MP - 1 so that UN can intervene (even militarily
through Peace Keeping Force) in case of serious violations of human
rights in any erring member country of amended UN. Elections in NAME
etc (including Syria) should be under Secular Constitution (chosen out
of 4 - 5 secular democratic models) offered by UN Election Commission
(UNEC), which will effectively ensure that fundamentalist (including
terrorist) forces do not gain ascendancy in these Muslim democratic
countries.
