An 12-year –old Dalit boy eas allegedly tied to a tree, stripped, thrashed, stubbed with cigarette butts and had petrol poured over his genitals by four persons in Hapur, UP, after he refused to help them unload crates of soft drink bottles from a truck to be taken to a local shop in the village.

Minor girl 'raped', blackmailed over video clip in MP, three booked


Indore: Three youths have been booked for making an obscene video clip of a minor Dalit girl and blackmailing her, police said on Tuesday.

One of them has been booked on rape charge also.

Lasudia Police Station in-charge Narendra Gaharwar said Suraj (20), Deepesh (21) and Ritesh (22) were booked on a complaint filed by the 17-year-old victim yesterday.

They have been charged with abduction and under relevant sections of the IT Act. Deepesh, in addition, faces sexual assault charge, he said.

In her complaint, the girl said she was was on her way to a coaching class on January 30 when the trio (who apparently knew her) convinced her to join the birthday party of their friend.

They took the girl to a house, where Deepesh allegedly raped her, while Suraj and Ritesh made an objectionable video clip of her, it said.

Ritesh then demanded Rs 50,000 from the girl's family and threatened to upload the clip on Internet if the money was not paid.

Fed up with his threats and constant harassment, the girl and her family lodged a police complaint.

Dalit body demands arrest of killers

Members of the Devendra Kula Velalar Kootamaippu staged a demonstration demanding the immediate arrest of killers involved in the rape and murder of the Dalit girl at K.Pichampatty, at Kulithalai on Tuesday.

Led by the State vice president of the body, Rajkumar, the members drawn from different villages including K. Pichampatty demanded severe punishment for the accused.

Despite formation of special police teams there was no progress in the investigations of the crime, the protesters said.

Buses were diverted at Kulithalai due to the demonstration.

Meanwhile, the All India Mahila Congress has demanded that the probe be expedited to apprehend the culprits.

In a memorandum to the District Collector, national secretary S.Jothimani said the rape and murder of the Dalit girl has created fear and sense of insecurity among women in the district.

She wanted copies of the post-mortem report and modified First Information Report to be given to the family members of the victim.

Ms. Jothimani wanted the district administration to take steps to permanently shutdown the TASMAC liquor outlet in the village, in deference to the wishes of the residents. In places where TASMAC outlets are opposed by the residents these outlets should not be opened, she said.

Pichampatty girls allege harassment by police

With investigation into the last week’s rape and murder of a Dalit girl at K. Pichampatty under way, a couple of girls of the village have petitioned the district administration alleging that they were being harassed by the police in the name of enquiry.

They alleged that the police were exerting pressure on them.

Separate petitions were submitted by them to Collector S. Jayandhi at the weekly public grievances redress meeting held at the Collectorate here on Monday.

The girls worked with the victim in the mosquito net manufacturing unit at Karur.

One of them — Indhumathi — in her complaint alleged that since the rape and murder was reported, she was being called every day by the police and harassed in the name of enquiry. She was being asked to state something that was far from truth, Indhumathi said.

The Collector told The Hindu that the girls had told her that they were being called for enquiry and that they were feeling scared and it was causing them mental agony.

The Collector said that the girls did not tell her that the police were harassing them.

Superintendent of Police Joshi Nirmal Kumar categorically denied all the allegations levelled by the girls.

Parents protest as elementary school faces closure

JALANDHAR: Amid claims of effective implementation of Right to Education Act the education department has ordered to shut down a Government Elementary School in Radio Colony here on the basis of a report that only 13 students were studying here. However belying the official claim over 46 students were present on Tuesday when the school opened after summer vacation that too after heavy rain during the preceding night.

It was a demonstration by the children's parents, including their mothers most of whom are working as maids in the area, on Mondaythat forced the authorities to open the school on Tuesday even as the teachers of the school were asked to report the choice of some other school after closing down of this school. It is learnt that children in the school are of poor migrant or dalit families. Director General School Education had issued orders for closing the school.

Enquiries from the parents of the children revealed that most of the children come to the school with their mothers who work as domestic helps in the posh locality and then these women take them back when they return after they also finish their work. They revealed that the several residents have been expressing their discomfiture that poor children were coming to study here from areas from a distance when there were no local children.

"This report and then the subsequent order for closing down the school has been managed by some residents through political manipulations as the rich living here don't like the students of the poor coming to this school in the area and they also felt that children were harming the park around the school where residents walk in morning or evening," said Hardwari Lal, Chairman of Purvanchal Jan Kalyan Maha Sabha. "It is clearly a case of class gap in which the influential and well off class is trying harm the poor," said Lal, a retired assistant commandant of BSF. "When we went to meet the DEO on Tuesdaythere was no clear answer that who actually recommended closing down of the school," he said.

It is learn that teachers and parents were shocked when they came to know that the school was being shut down. Official sources revealed that decision to shut down the school was taken on the basis of a report of a particular day when only 13 students were present.

School teachers revealed that there were over 70 students admitted in the school. Sources said that every other fact was ignored by the authorities to order closing down of the school and a single report about presence of 13 children became a final and sacrosanct fact.

When contacted Circle Education Officer Hukam Chand said that District Elementary Officer (Elementary) had received the orders. He did not clarify that who had recommended closing down the school and said that only DEO would be knowing the facts. However DEO Anil Awasthi did not respond despite repeated calls on his mobile phone.

UP sees a big jump in crime against women


LUCKNOW: The Samajwadi Party government in Uttar Pradesh may be blaming it on political conspiracy for the "selective focus" on crimes in Uttar Pradesh but here are cold statistics - the latest data from National Crime Record Bureau (NCRB) reveals that total number of crime incidents have risen to 21 lakh in 2013 from 18 lakh in 2012, when the party came to power.

Crime against women escalated to 32,546 cases in 2013 as compared to the 23,569 in 2012. In the last year of Mayawati's rule - 2011 - the figure stood at 22,369.

There were 1,983 cases of rape reported in 2012 while in 2013 it rose to 3,050.

In 2013, 9,737 women were kidnapped while in 2012,this figure was 7,910. Dowry deaths accounted for 2,335 lives in 2013 while it was 2,244 in 2012.

There was a marked increase in atrocities against Dalits. There were 7,078 crime cases registered for crime against Scheduled Castes in 2012 to 6,202 in the previous year. UP is followed by Bihar and Rajasthan in number of cases of atrocities against Dalits.

Dalits protest against Punjabi novel

A group of Dalits here have raised objections over the content of aPunjabi novel distributed among school girls to read during summer vacations. Published by Udaan Publications, the novel 'Maaru Thal', penned by Harchand Gill Mayani, allegedly carried some objectionable and vulgar references to Dalit women.

Students of the Girls High School, Khyala Kalan, in the district were given the novel by school authorities to read during summer vacations. A part of the novel talks about illicit relationships.

"Class-7 girls, who are even less than 12-year-old, were given these books having sexual and obscene matter. Books were distributed free of cost to the students on the instructions of the district education officer," said, Darshan Rathi, BSP's Mansa unit president.

"We have filed a complaint with the senior superintendent of police against the publisher and the education authorities, besides the writer for insulting the community. We demand criminal proceedings against the people behind this act," said Rathi.

Citizen’s forum adopts Dalit girl

When the communal bickering is tearing apart the fabric of society, the Federation of All Residents’ Welfare Associations-Cuddalore has set an example for amicable living by adopting a Dalit girl and three other students of various communities and helping them pursue their studies.

Federation general secretary M. Maruthavanan told The Hindu that his organisation comprised members of all communities. They were bound by the motto of espousing the causes of the residents and helping poor students pursue higher education.

Seven years ago, the federation came to know about the plight of K. Kirubhavathi, a Dalit girl who was doing well in her studies. It decided to adopt her and pay for her education till a professional degree.

Living in a hut with her father Krishnamurthy, a daily-wage worker, she wanted to do well in education and land a decent job. She scored 473 out of 500 marks in the SSLC and 1,100 out of 1,200 marks in the Plus Two examination. The federation volunteered to “adopt” her because she would discontinue her studies because of her poverty.

Mr. Maruthavanan said the federation, which was sustaining itself only on the annual subscription of its members, was determined to help her out. Kirubhavathi got admission to B. Tech (Information Technology) at Thiagarajar College of Engineering in Madurai. To meet her college and hostel expenses, the federation mobilised funds from its members. Indian Overseas Bank came forward to lend an education loan of Rs. 1.3 lakh. The federation also bought her a laptop and a cellphone. Ms. Kirubhavathi pursued the course with a great zeal and successfully completed it.

Recently, she got placement in a multi-national company through campus recruitment.

At a felicitation function held here, Ms. Kirubhavathi recalled with gratitude the timely help rendered by the federation without getting bogged down in the caste syndrome. She said she wanted to become an IAS officer and would prepare for the civil services examinations even while in job.

Mr. Maruthavanan said that for the current academic year, the federation adopted S. Karthi and S. Narendran, sons of a widow of a Nadar community who leads a precarious life, and got them admitted to Classes VIII and VI.

With the backing of the federation, S. Selvaganapathy, hailing from a poor Vanniyar family, has got admission to Class VI in a school here.

Mr. Maruthavanan said the federation would help them till they completed their studies.

Arrest of Dalit youths condemned

The Communist Party of India (Marxist Leninist) condemned the arrest of Dalit youths from Natham Colony in Naikkankottai village in Dharmapuri ahead of the first death anniversary of the Dalit youth I. Ilavarasan, whose body was found on the sides of the railway track here on July 4, 2013.The youths were arrested following the promulgation of prohibitory orders.A statement issued by Balasundaram, State Secretary of the party raised questions of police action after the statement of PMK founder Ramadoss stating that the youths were given weapon training to attack their leaders.

Mr. Balasundaram appealed the Chief Minister to release the arrested youths and observe the function.
